In a small saucepan, simmer the wine over medium-low heat for about 12-18 minutes, allowing it to reduce. Remove from heat and whisk in chocolate chips until melted. Stir in the milk. Divide the mixture among popsicle molds. If inserting wooden sticks into the popsicles, let the mixture freeze for about 45 minutes to an hour beforehand.
